Truro City Council’s 2025 Resident Survey demonstrated that there is often confusion about which Council to contact about a local issue or public service in Truro. To help provide clarity on this matter, we have created a quick guide designed to explain the difference between Truro City Council and Cornwall Council, and who is responsible for what in Truro.

Both Councils provide important services in the Truro area, but they manage different services. Truro City Council looks after many local community services within the parish of Truro, whereas Cornwall Council is the larger authority responsible for county-wide services across Cornwall. Some services may involve shared responsibilities.
(Please note that the Parish of Truro does not cover the surrounding areas that include Kenwyn, Kea, St Clement or Feock – please contact your own Parish Council about services in your area.)
