Truro City Council is helping to deliver major regeneration projects through the Truro Town Deal, supporting investment in the city’s buildings, public spaces, recreational facilities and local economy.
In June 2021, Truro was awarded £23.6 million from the Government’s Towns Fund. The funding is supporting seven projects designed to help future-proof the city, strengthen its economy and improve how people live, work and spend time in Truro. Truro Town Fund | A Connected River City
Truro City Council is leading two of these projects:
- Boscawen Park and Pavilion, originally known as the Boscawen Park Sport and Recreation Hub
- New Life for City Buildings
The Council is also involved in the Truro Harbour and Lemon Quay project through its management of Lemon Quay on behalf of Cornwall Council.
The Boscawen Park and Pavilion project is creating an improved destination for sport, recreation, community activities and events within one of Truro’s most popular parks.
Originally referred to as the Boscawen Park Sport and Recreation Hub, the project includes a new multi-use pavilion designed to provide improved facilities for residents, sports clubs, community groups, businesses and visitors.
The two-storey building will provide flexible indoor spaces, sports and changing facilities, areas available to hire and hospitality facilities. The wider project has also been developed to support improvements to recreation, play, outdoor activity and access within Boscawen Park.
The project will help Boscawen Park continue to serve Truro’s growing community while creating new opportunities for:
- Sport and physical activity
- Meetings, conferences and training
- Community activities
- Events and hospitality
- Recreation and outdoor play
- Improved access to the park and riverside

New Life for City Buildings is a Truro City Council-led regeneration project focused on bringing empty, underused and historic buildings back into productive use.
The project aims to revitalise Truro city centre by supporting the refurbishment, renovation and repurposing of vacant or underused spaces, including upper floors above shops and buildings around the edge of the city centre.
It is being managed on behalf of Truro City Council by the Truro Regeneration Company, which is wholly owned by the Council.
The project is intended to help create:
- New homes, particularly in spaces above shops
- Flexible workspaces and studios
- Improved and more energy-efficient buildings
- Construction employment and apprenticeship opportunities
- A more active and sustainable city centre
By bringing unused buildings and spaces back into use, the project will help protect Truro’s heritage while adapting city buildings to meet modern needs.
Truro City Council is also involved in the Truro Harbour and Lemon Quay project, although it is important to distinguish the Council’s role from that of the project’s lead authority.
Lemon Quay is owned by Cornwall Council. Truro City Council manages the quay on Cornwall Council’s behalf and operates it as an important public space and venue for markets, events and community activities.
The wider Truro Harbour and Lemon Quay project is being led by Cornwall Council in partnership with the Truro Town Deal Board. It aims to improve public spaces around the quay and harbour, strengthen connections with the river and create a more attractive, accessible and flexible city-centre environment.
Proposals for Lemon Quay include improvements to landscaping, lighting, seating, event infrastructure, cycle parking and the connection between the quay and Truro River.
As the organisation responsible for the day-to-day management and use of Lemon Quay, Truro City Council is involved in discussions about the project and its impact on events, businesses, residents and visitors. Cornwall Council remains the owner of Lemon Quay and the lead authority responsible for delivering the improvement works.
