From the main dashboard select documents from the menu on the left.

Click add new in the top right hand corner to create a new document.

Fill in the from with a title and content.  It’s VERY important to ensure that you click the appropriate categories on the right hand side, this is where the system looks in order to decide where to display the documents.  If it’s an agenda for Full Council select both Full Council in the document categories section AND make sure you select Agenda in the document tags section underneath.
